Julia was born and raised on the Nez Perce Reservation.  Her father the late Rupert J. Davis was one of the Nez Perce farmer’s in the early 50’s & 60’s.  Her mother the late Mildred Penney Wheeler was a LPN nurse at St. Joseph’s Medical Center for fifteen years.  Julia’s two Uncle’s: Frank Penney, Sr. and Henry Penney served on the Nez Perce Tribal Executive respectfully which encouraged Julia in her leadership goals.

During high school Julia served in many leadership roles, the one she likes to mention is “Student Body President” (the first native and the first girl).  While attending college at Bacone Junior College at Oklahoma she served on the Student Senate. Julia also served as secretary to the General Council for a two year term.  While she still earn’s credits (when feasible) toward her degree in Business Administration she regrets not being able to finish her schooling.  Her life experiences have made her a strong advocate toward alcohol/substance abuse prevention, social services, community involvement and health disparity issue’s. While serving on NPTEC, she served as Chairperson of the Nimiipuu Health Board, Northwest Portland Area Indian Health Board and the National Indian Health Board.  She was also elected as Assistant Secretary for the Affiliated Tribes of Northwest Indians. Julia has testified numerous times in front of the Senate and House Committees.
